I'd say the vehicles spawning in front of Tommy's mansion probably aren't his. The Admiral most likely belongs to a Vercetti gang member (though, that makes me wonder if it's not the same car Tommy was given in the first mission). The Stretch could be Tommy's, formerly Diaz's, while the Infernus most likely belongs to Lance (but possibly to Tommy after the final mission). We could also say he owns the Maverick on the roof, the boat at the jetty behind the mansion (not sure if there's one) and the Seasparrow that spawns as a reward (for hidden packages I think).
As for Carl, I'd say he owns more vehicles than that. Pretty sure there's a Sanchez always spawning next to the trailer in the country trailer park (given to the player after escaping LS). Can't really think of much else than the Hydra and Rhino rewards for 100%, and also planes and helicopters (and the jetpack) spawning on the Verdant Meadows airfield which Carl owns. They always spawn, leading me to think Carl owns them.
In LCS, Toni also gets the Avenging Angels bike and a bulletproof Landstalker as rewards. He also gets a PCJ-600 and V8 Ghost for delivering all cars to Donald's garage. Plus obviously Rhino for 100%. As for that Kuruma, it could be Toni's car, but it could also belong to his mom or maybe an employee of his restaurant.
In VCS, the only car I can think of is the Stinger. That is if we don't count the cars spawning in front of owned empire sites. Returning to the Stinger, the car apparently stays Vic's after he's kicked out of the army, despite us not being given the car after that mission ends. When Lance arrives in Vice City, Vic goes to the airport to pick him up and the red Stinger appears again (despite you actually not arriving there in the car). Then the car is used in a chase, where Lance drives and Vic shoots, but at the end, Lance crashes the car and destroys it. I'm currently playing the game for the first time and have a few missions left, so not sure if anything else appears. Vic also appears to be given a bulletproof Stretch used in the mission Kill Phil, though nobody tells him to keep it, he simply stays inside (mine sadly disappeared from the garage after some time). As the boss, he may also be the owner of the Maverick used at the opening drug deal in Vice City, where Vic is killed.
In GTA IV, Niko is also given a unique Huntley Sport for completing all 10 drug delivery missions for Little Jacob.
As was said here by some people, the Hexer was destroyed in TLAD, but after that it was rebuilt, so Johnny can continue to use it.
I think the golden Buzzard definitely belongs to Yusuf, he only allowed Luis to use it, just as you said.
We could also say Trevor owns a Bandito and a Cuban 800, as part of the airfield he owns.
We could also say some GTA V characters own a Kraken submarine if they've purchased Sonar Collection Docks or the Taxi after buying the Downtown Cabs company, or Caddy's after purchasing the golf club.

the thing is I didn't consider those vehicles personal which spawns without explanation...like 100% rewards as game never acknowledged that they're given to player, they just spawn there... but some vehicles you mentioned are actually good point...I'll take a second look at them to confirm

In my theory, it belongs to Ricardo Diaz. The cars are already there even before Tommy getting his ass onto Starfish Island

I think the stretch was originally owned by sonny forelli which he used to travel to the vercetti mansion from the airport, like he already rode the same limo from his headquarters to the airport in liberty city, loaded the limo in his personal airplane and he used the same limo to travel to the vercetti mansion

Other vehicles that tommy could have owned are the sentinel after buying the sunshine autos, the sandking, hotring racer and deluxo after unlocking them, the Mr whoppee after purchasing the ice cream factory
